Strange, never heard of Instant Messaging in 7.23.
There is a chat (IRC) though in 7.50p1

Opera 5-6 had an IM client that used the ICQ network. As the ICQ network
changed, the IM client was no longer functional for most of the lifetime
of Opera 6. It was completely removed in Opera 7.
