Although I'm a big fan of Opera 9, some web pages display with a
misisng horizontal scroll bar and text that's all one one line, making
it impossible to read. An example is:

http://plusmo.com/about/overview.shtml

Other pages display with no vertical scroll bar, which makes it
impossible to read down the page. An example is:

http://www.dca.gov.uk/judicial/2004salfr.htm

(Note that the vertical scroll bar appears momentarily then
disappears.)

Both types of pages display correctly with Internet Explorer.

I haven't mucked around with my Opera display settings or style sheets
in any way. Any help would be much appreciated,

Scrub that question.
I've discovered "Fit to Width" and "Author Mode". I don't understand
what they are but pressing those buttons solves my problems.
