OPSED 1.23b not for Opera 9

... as it does not understand the new file version and etc.
Hopefully, even though discontinued, Opsed's author will release and
update compatible with Opera 9.x versions.

I will do my best to update Opsed this week :), although it's a tough time
for me.

Anyway Opsed 1.23B may be forced to work with Opera 9.
1. Go to File >> Preferences >> Advanced
2. Check the "User defined (check ony if you know what you are doing)"
option
3. Enter "7" value into the edit field

Changelog is not impressive, since the Opsed development was stopped some
time ago:
(+) Opera 9.0 TP1 support.
(!) Fixed support for Chinese GBK encoding.

I did alter the older Opsed for "7" and it works fine after ignoring
the warning msg.

I intend to repost to get the news out about 1.24.
